About Your Council

Salisbury City Council was established in April 2009 following local government reorganisation and is based at The Guildhall in Salisbury’s historic Market Place.

The Council has 23 elected Councillors that are democratically elected every four years. The Councillors represent 8 wards within the City as follows:

St. Edmund & Milford - 3 Councillors
St. Marks & Bishopdown - 2 Councillors
St. Pauls - 3 Councillors
Fisherton & Bemerton Village - 3 Councillors

Harnham - 3 Councillors
Bemerton Heath  - 3 Councillors

The Council makes decisions and this is achieved through standing Committees these are:

Personnel Committee

The Council is chaired by the Right Worshipful the Mayor of the City of Salisbury. The Mayor is elected yearly from the current Councillors in an order of precedence depending on the number of years as an elected Salisbury City Councillor.

The Council is funded by the City residents through a precept which is collected as part of the annual Council Tax. Others funds are generated through various services.

Supporting the Councillors are 60 members of staff, led by the City Clerk.

Council Meetings

The Council’s meeting are open to all. Members of the public are very welcome and encouraged to attend meetings.

All the reports and papers for the meetings are available on this website or available from the Council Office, The Guildhall, Market Place, Salisbury, Wiltshire, SP1 1JH. At the beginning of every meeting time is set aside to hear comments and answer questions from the public.

The Full Council meetings make decisions about the following issues.

  • Setting the precept
  • Borrowing money
  • Making, amending or revoking Standing Orders, Financial Regulations and Internal Controls
  • Matters of principle or policy
  • Any proposed new undertakings;

 There are three other principal committee meetings:

  • Services Committee
  • Planning Committee

Committees

  • Services Committee

The Personnel Committee is in existence to be called upon as required
